Reminder:  The MD Region is responsible for the fence judges on Saturday, the 19th at Fair Hill.  Briefing is scheduled for 8AM in the Ed Walls Building.

We have heard from only one (1) pony club.  Each pony club is responsible for two (2) fence judges.  Please contact me at the address below.

Beginner Novice At Fair Hill

As a result of some changes in scheduling, there will be a change from the previously listed rules for Fair Hill.

We have one Judge that will do ALL Dressage Tests for the Beginner Novice Division at Fair Hill.

The Maryland Beginner Novice Division will be open to all C1s who are 12 Years old as of January 1, 2008.

The Division will also be open to C2s and Up (12 or over) who have NOT competed in Novice, Training or higher levels and placed (1-6) in the last 18 months on the same horse.

The Maryland Beginner Novice team for Championships will be selected solely from this Division.

The Maryland Beginner Novice will be accepted on a first come first served basis until the Dressage Judges schedule is full.

These rules are created because the National Qualifying rules are too all encompassing.

The National Rules say that any C1 or higher who was 12 on January 1st qualifies for the Beginner Novice Division if - They rode a USEA Horse Trial (or Equivalent) at Beginner Novice Level OR HIGHER and rode at a USPC Qualifying rally at the Beginner Novice or higher level.

So if a B rides Training Level and comes in 5th they are not on the Training Level Team BUT if their score is higher than the 4th rider in the Novice Division or the 4th rider in the Beginner Novice Division they may go – To Champs in the lower level. So we could have C1s in the Beginner Novice Division trying to get a seat on the team against a higher level rider in a different division.

In theory even the winners of the higher levels could qualify to go Beginner Novice to assure a better chance of winning at Champs. This will not happen.

We can only use (1) Dressage Judge to pick the Beginner Novice team – riding before another judge would be too unfair.

So the Beginner Novice Division at Fair Hill will be open to Maryland competitors who meet the rules – on a First Come – First Entered basis.

Championship Team Meetings – Immediately following the awards.

The Maryland Regional Qualifying rally be held June 29 – 29, 2008 at Fair Hill Maryland. You must participate in this rally in order to qualify for 2008 Eventing Championships held in Lexington, Virginia unless you are an HA and have coordinated with the RS for the Preliminary Division Champs. Again this year, we will offer the Pre-Novice Division for any of the C1/C2’s wishing to compete at that level with green horses. You may qualify as a rider for championships at this level. The Dressage Test will be the same as the Novice Division, but the jumping heights will be lower than Novice.

DRESSAGE REQUIREMENTS: The Maryland Eventing Rally at Fair Hill Maryland, the following Dressage Tests will be ridden and Judges.

ALL RIDES IN A SMALL ARENA

A C2 who has qualified (Horse and Rider) for the Training Level in a Round Robin or Horse Trial and wishes to qualify for Training Championships will be competing Training Level at the Maryland Regional Eventing Rally. The competitor will be on a C1/C2 team.

Training Level competitors at the Regional Eventing Rally shall be limited to those combinations where the rider has attained the rating of C2 and above. USPC recommends that to qualify the combination should have successfully completed two Novice divisions courses or two Training division courses without being eliminated in any phase within (12) months of the rally, and without receiving more than (20) cross county jumping faults in both rallies combined

Requirement and Qualification Criteria for Championships 2008 Lexington, VA.

Beginner Novice mount/rider combinations must have completed, without elimination in any phase,, a USPC Beg. Novice (or higher) Rally AND a USA Equestrian/USEA recognized (or comparable*) Horse Trial at the Beg Novice (or above) level, within 11 months preceding the closing date of the 2008 Championships. At least one of these 2 competitions must have no cross-country jumping penalties, with the other having no more than 20 cross-country jumping penalties. Beg Novice USEA membership as well as Beg Novice non-membership fees have been waived by USEA, no horse registration number is required in 2008. Must be at least a C1.

Novice mount/rider combinations must have completed, without elimination in any phase, a USPC Novice (or higher) Rally AND a USA Equestrian/USEA recognized (or comparable*) Horse Trial at the Novice (or above) level, within 11 months preceding the closing date of the 2008 Novice Championships. At least one of these 2 competitions must have no cross-country jumping penalties, with the other having no more than 20 cross-country jumping penalties. Novice USEA membership as well as Novice non-membership fees have been waived by USEA, no horse registration number is required in 2008. Must be at least a C2.

Training mount/rider combinations at least 13 years of age as of January 1, 2008. Rated C2 or higher on the closing date of the qualifying rally. They must have completed, without elimination in any phase, a USPC Training (or higher) Rally AND a USA Equestrian/USEA recognized (or comparable*) horse trial at the Training (or above) level within 11 months following the prior year’s Training Championship. At least one of these must have no-cross country jumping penalties, with the other having no more than 20 cross-country jumping penalties. Training level competitors must be a current USEA member and have a current USEA horse registration number,

Preliminary mount/rider combinations at least 14 years of age as of January 1, 2008. Rated C3 or higher on the closing date of the qualifying rally. Horse and rider combination must have completed, without elimination in any phase, a USPC Preliminary Rally, AND a USEA recognized Preliminary (or above) event, or two (2) USA Equestrian/USEA recognized Preliminary (or above) horse trials within the 11 months preceding the closing date of the 2004 Preliminary Championship. At least one of these must have no cross-country jumping penalties, with the other having no more than 20 cross-country jumping penalties. Preliminary level competitors must be a current USEA member and have a current USEA horse registration number or pay the USEF $20 Junior fee (if over 18 pay $25) non-member fee.

HA/A Division – You will be placed on a team by the Championships Eventing Secretary.

Rated HA or A on the closing date of Championships.

Qualified as a horse/rider combination.

Qualification Affidavit must accompany entry.

Horse/Rider combination MUST have completed without elimination in any phase, two (2) USEA/USEF – recognized Horse Trials at the level of competition or higher within 11 months preceding the closing date of the 2008 Eventing Championships. At least one of these competitions must have no cross-country jumping penalties, with the other having no more than 20 cross-country jumping penalties. Horse/Rider combination wil be entered at the level they qualify.

*COMPARABLE means an unrecognized or schooling horse trial held on a site of a recently sanctioned horse trial OR where the cross-country course has been approved by a USA Equestrian/USEA-licensed Technical Delegate or Eventing Judge.

The District Commissioner of each club is responsible for certifying that the rider/horse combination from their club is qualified by being safe, confident and in control for the division they are entering.

National Championships Qualifications for Novice and Training Levels: Individuals seeking to qualify must meet the National qualification rules which for 2008 (see above and the USPC Eventing Spring Newsletter) must compete in the Regions Novice or Training Divisions at the Maryland Regional Eventing Rally. The DC sending in the entry to the Eventing rally MUST indicate on the entry form that this rider is trying to qualify for the National Team,. C1/C2’s will still ride as a team. C2’s wishing to qualify at training will be placed in the training riding phases but compete with their teams for HM and all other aspects of the competition.

Horse Managers for Maryland Regional Eventing Teams: Horse managers on teams going to National Championships will be selected by the Regional Supervisor. Any Pony Clubber desiring this opportunity should notify the RS ASAP. Pony Clubber pays no entry fees, just their personal expenses. Must be a C1 or higher rating.

If you have a pony clubber wishing to qualify for a spot on the eventing championship teams, please encourage them to have their parents present following the rally. Teams will be picked on Sunday, June 29, 2008. All paperwork and requirements will be discussed following the awards ceremonies.
